The Soviets made good monuments because their Government rested on belief in an ideology rather than a culture, so it built more, but also because it had a distinct art style it used. (socialist realism) Obviously like >>3277907 says, this didn't look good all the time, but more often than not.

The Motherland Calls is a dreadful monument. Crass and ugly. There are far better ones.
