Matrah and Tobruk are nowhere near each other. The latter was only temporarily recaptured late in 1942 after two enormously serious offensives, and essentially was the endpoint of Rommel's plan.
But yes, he should have stayed in Cyrenica and slapped at the Brits when they attacked. Given his supply situation, and the feasibility of doing more with it, little else was possible other than to delay as long and as cheaply as possible. It also leaves him in a better position to react to a Torch style landings in western Africa than he was historically.
