He could, Bulgaria had the biggest and best land army in the Balkans, Bulgaria could 1 v 1 any Balkan nation, they didn't know about the mutual defense pack of Serbia and Greece, even so they didn't do too badly against both Serbia and Greece, but when the Ottoman Empire and Romania entered the war and marched to Sofia unopposed the war was lost.

Not the whole Balkans from all sides. Bulgaria took the brunt of the attack during the FBW and wasn't in any position to go to war so soon afterwards. Ferdinand was just stupid and didn't know how to play politics.
Also, he removed our Bismarck (Stefan Stambolov). Actually, if you think about it, the situations are quite similiar. A dumb king that overestimates himself removes the political mastermind behind the country's rise to power and subsequently destroys that said country with his stupid decisions (like going to war against everybody with no real gain)

You could get them to stay neutral only by ceding Dobruja to them, but Dobruja was the breadbasket of Bulgaria so fat chance that happening, as for joining them not ever, Romanians today have a saying, we only have two friends, Serbia and the Black Sea.
