A dictator in an illiberal democracy would have more checks on his power due to the nation's institutions including but not limited to the legislature, judiciary, military, etc. Monarchies differ insofar as whether or not they are dynastic or not. Assuming authoritarian states, a dynastic monarch is if nothing else still answerable to their family, who could theoretically replace a poor ruler. Non-dynastic monarchies and empires may not and probably will not have such checks on the power of the ruler.

A republic by definition has a (usually codified) constitution. If a "dictator" comes to power he will either be subject to a constitution and the checks and balances within it (see USA) or he will get rid of constitution and thus become a dictatorship (Wiemar republic) and ceasing to be a republic.
In short you can't have a dictator in a republic unless the dictator abolishes the constitution and then makes a new constitution that allows for a dictatorship. (In doing so ceasing to be a Republic as it first becomes a dictatorship, then a Republican dictatorship [which is a meme in of itself and not really a thing people do]). You can't go from Republic to Republican Dictatorship without first becoming a dictatorship which is in conflict with what you are saying.

A kingdom may also have a constitution (UK) but tends to be uncodeified so not as important as a Republic who often hold their constitution in super high regard. A king (and emperor if his country holds territories not claimed as part of his nation) will historically have to answer to a ruling elite (later the middle class which is where we are currently) who he governs through (see pretty much medieval history or Draco and the Athenians) and thus has to appease without making too powerful in order to govern effectively but without threat. (usually through patronage, enfranchisement, ect)

That line really did date the show, but I guess the counterpoint here is that LoGH is set in a world that experienced a very different early 21st century.

Then again the assassination of that guy via neutron bomb in 2707 would probably fit the definition of "terrorism"
