Where did the meme of 'PACT will overrun NATO with numbers' come from?
PACT never outnumbered NATO unless you somehow fit China in there and in fact were probably outnumbered 2-1 themselves.
Is it just part of the propaganda where 'the good guys are always outnumbered'?

This chart should probably not count Romania because the Romanian People's Army after 1967 was postured as much to block a Soviet advance on Bucharest as it was to support PACT on the offensive. Bulgaria was also considered almost totally militarily irrelevant.
Still, by any metric the Soviets had local force superiority numerically and, until the 1980s, in terms of combat power overall. Where did you get 2-1 from, OP?
