At the time "serene" implied sovereignty, and Venice was most certainly sovereign.

Republic is a form of government in which the country is considered a "public matter", not the private concern or property of the rulers, and where offices of state are elected or appointed, rather than inherited. Venice perfectly fit the bill.

The whole region was called Venice (Venetia) you tard. Ever heard of the augustan Regio X Venetia et Histria? The city of Venice (originally Rivoalto) was named after the state it was meant to become the capital of, like Brasilia in Brazil.
