Actually, the various European potences had plans to divide the Spanish Empire among themselves.
To avoid that Spain favoured a heir who was not a threat to the European equilibrium, the young Joseph Ferdinand of Bavaria. But he died.
So to avoid the partition and save Spain from a bloody invasion, they choose a French prince as the new heir. That way they had the support of Louis XIV who has he liked to point "could make the war and peace at his will" being Europe´s strongman, avoided the very real threat of a French invasion and broke the alliance between the maritime powers of the United Provinces and England with France.
It was the smartest move that Spain could do in that moment, when Louis XIV saw one of his grandchildren as king of Spain he refused to satisfy the various treaties in which he had agreed to dismantle the Spanish Empire.
Philip traveled to Spain where he was recognized as king, even if when some suspicion. But then Louis went full "I´m the Sun King and nobody can stop me!" and not only denounced all the treaties and articles that stated that the Crowns of Spain and France should never merge or be ruled by the same person but managed to allienate the same Spanish guys who had favoured his grandson in the throne, to get the maritime powers mad enough about the privileges that he got from Philip to French traders for the whole Spanish Empire, and to basically rule over Spain through his envoys and weak-willed granchild thus allowing the creation of a new Alliance to back Habsburg claims to Spain.
