The CIA didn't conjure abstract expressionism out of thin air. For it to be usable as international outreach and soft propaganda (such as The New American Painting exhibition, 58-59) it had to be extant and popular at the very least within the art establishment internationally so that major galleries in Europe would pick up those major travelling exhibitions.
