Maybe, if this a an heraldry, the family was know to be able to find undergroud water using a pendulum, this is still practiced today and i guess at the time this could have been a big deal without ground scanners and the like

It was either Hall or Imst. Somewhere in the Tirol. It was 5 years ago and it was just in the background of a photo, and I've been curious about what it is.

I'll look back through my photos and see if I have a better picture
