I heard there were many other generals and ideological leaders supposed to be involved in a post-civil war council and Franco just ended up on top of the pile of bodies, but I don't know if this an exaggeration of Franco's autocracy or two guys dying in plane crashes

1) He banned Carlism until he died because they were against him.
2) He did apoint the FET (Falange Española Tradicionalista) to do most of the job in the government during 1939-1945, he then renamed the party to a less fashy name and then started to appoint monarchist technocrats because Falangists failed to make the country advance.
