Why will Marijuana never be fully legal in the US? Did the war

I'm for full legalization of all drugs and full privatization of drug related problems, health issues. It will be basically eugenics since retarded people will die off.

Uruguayan here. Fully legal and shit. The real untold reason is industrial hemp cultivated for cellulose. So my point is: if hemp makes a comeback as an industrial crop, weed will be legal.
