it could be one of two things: body paint (men sometimes were painted black, women sometimes white. Or it could be stylist choice since they preferred women to be lighter skinned and and men being darker. Could be both.

Why are they always shown almost naked when Mexico city its pretty template and can get cold.?

The Purepechas are an anomaly in that regard. They're region is cold but they wore very little compared to their mesoamerican neighbors. Aztecs weren't naked, they had loincloths and capes of varying length. When it was cold they added duck feathers for warmth to their capes. Some men had jackets too. Aztec women were pretty much covered up completely except for their hands, feet and faces. Some may have shown some arm.
