Multiple reasons, one is money. With a new "culture" comes new styles, books, music, etc. which everyone has to buy. Secondly is the intent of populace pacification- nations with cemented cultures tend to desire to preserve them and base their identity around them. If you keep cultures continuously changing then no national identity can form and the people become disenfranchised and emasculated. It also allows whomever is in control of the media and intellectual thought to mold fresh generations. Thirdly and related to the prior two points it creates a rift between between generations which is also related to the point regarding thought control and influence.

I'll see if I can find it, but I have a quote from a Greek historian about the measures a Persia king took to subjugate the Lydians- essentially he recommended that in order to reduce the Lydians warlike tendencies to rebel to encourage soft clothes, music, and retail jobs among the male populace.

There is no American culture, due to it being an entirely multicultural and multiethnic state with a long history of sectionalism and being watered down by the rise of mass media

You have cultures for the varying regions, such as the South, Texas, New England, etc, and its influences from its varying ethnic groups, but any sort of unified meaningful culture died with international mass media. The only reasonable cultural tenets that could be considered 'American' would be something like tipping culture and our incessant need for clapping.
