if every permutation of conception between each human sperm and each human ovum produces a unique person, then is the act of conception an act of genocide since that sperm will never have a chance to produce a human with every other ovum and that ovum will never have a chance to produce a human with every other sperm cell?

Which can (technically) be a valid and sound argument.

Valid in this case for the purpose of What? Do you intend you question and it's answer to have any specific effect, or are you just asking?

is it genocide to prevent people from being born or do they have to be living people when you kill them?

Eggs and sperm arent people. Potential people arent people
Therefore wasting sperm, eggs, or any potential combination of the two does not count as killing people and cannot be genocide

>Eggs and sperm arent people. Potential people arent people
what is a "person"? because that's not a stable entity either. a baby is not the same as an adult and for all we know has little consciousness or awareness of being human. whats so bad about killing babies then?
Under this logic, it would be considered genocide to not impregnate as many people as possible.
