What makes someone a Muslim? It it belief in allah and Muhammad alone or do they need to follow all of the rules? How would a Muslim "get saved"?

prayer is tricky because it's between man and god. you can never know if a person is praying or not. so is fasting.
the only clear objective signs of a muslim among those that can be up to scrutiny are charity and shahada.
