How come Southern Europeans like Italians or Spaniards developed

I could be completely wrong, but I suspect it's partly because harsh winters forced northern Europeans to rely on the village as the basic social unit rather than on the family.

People outside of the hajnal line are generally more clannish.

Also as to your question, I don't really have an answer. I can only hypothesis it is somehow related to the economic or Southern Europe following the fall of Rome with stuff like feudalism.
