Did the Soviet economy ever "work"? Did the centrally planned economy of the USSR achieve its goals? I'm not talking about industrialization but I am talking about the economic system itself.
I read somewhere that the CIA overestimated the Soviet economy and they made unrealistic assumptions of the Soviets and they said that their economy in 1990 was 50% of the U.S. when it was actually less than 5%.

Both the New Economic Policy (after War Communism and pre-Stalin) and the Economic Reform of 1965 were both largely successful, but they were both abandoned for being "not communist", an allegation which was pretty fair since they were both quasi-capitalistic.

They got some results but plans were unrealistic enough so people would like fuck we do what we can and draw the pretty numbers to avoid gulags where we can't.
Grain and Oil.
Stalin's collectivization and industrialization plans tanked grain production.
though it was ok as the soviets could sell oil to buy grain.
the soviet population was incredibly urban.
then the oil glut in the 1980s happened. the price of oil bottomed out. the soviets could no longer sell oil for grain.
