I doubt it, as prostitution was illegal. Buying a female slave and raping her was legal, and based on how mulatto-ized our blacks are it seemed to happen fairly often.

While slavery was inherently an atrocity, slaves did have some rights. You weren't legally allowed to rape them. While many owners did get away with raping them, it would be hard to do that with a full scale brothel.

I think if prostitution were legalized, people like you would benefit from the demystification of sex and intimidation of females.
Also, bring back public hangings and public punishment to deter crime, but that's not related, just something I'd slip into the bill.

That's what the Irish and other dollar a day wage slaves are for dickhead, slaves are very expensive in comparison. They need food, board, clothes, it's basically like being a parent except much more rewarding because you can take all their earnings
