The so-called "miracle" was your typical post-war (Civil War) economic miracle, but it wasn't that much of a miracle. It just stopped people from starving after a destroyed country divided by a fraticidal civil war.
Basically they opened Spain to tourism, erected a lot of buildings and made a lot of "SEAT 600" cars. The technocrats helped to achieve this, that's true, but Spain was still poor compared to most of the capitalist Europe. The "golden years" (60's) were more than twenty years after the war.
