Their diplomacy game in Asia and Africa was off the charts, that's what I find fascinating about their empire: they built it on shrewdness and cunning, and they made first contact with a lot of these cultures so it's amazing they engaged them diplomatically at all with no basis to work with on the languages and customs of the peoples they found.
