True, but Hitler was dumb about the whole thing. He should have let the Soviets invade first and then join the Allies pretending to liberate the Poles. Then backstab the Poles in the back once they beat the Soviets with Allied supplies. Then once they built an actual navy, invade the Allies.

It was a separate state, the Free City of Danzig (Freie Stadt Danzig).
