Philippines was also under Spain for 333 years. Yet it doesn't speak Spanish, just a few words were integrated to the local language. I'm assuming Spain didn't want to fully share their language and their culture to that country.
But when the Americans invaded, it was the reverse, resulting to Philippines being one of the english speaking countries in South East Asia together with Singapore which was under the British rule I think.
