The league failed when it had to tackle an issue being caused by major world powers like Japan and Italy. It sat by and watched Italy annex Ethiopia and Japan take Manchukuo and then later invade China. Members who got into trouble simply just left and ignored the league and continued. If the US joined then it may have had more sway over powerful members and had been effective in stopping Italian, German and Japanese aggression.
