They did, it's just that the pre-Columbian population densities in Meso- and South America were MUCH higher than in North America. Tenochtitlan was one of the largest cities in the world in the 1400s.

To a very large extent, but not entirely.

Spain still had weird remnants of feudalism into the 1700s and 1800s, thus people weren't free to leave Spain like they were England. It seems like I'm forgetting something, but that was a big factor.
