I'm sure some people in general wore it like that, it just wasn't common for samurai in most periods.
In Heian period, I think not shaving the head was big too. So that's another possibly.
If you're talking specifically anime and movies depicting actual samurai though, it's likely just to not alienate the audience too much like you're saying in a way.
