Why waste men and resources for pitiful returns when we could economically and politically dominate them and get a lot more shit easier? Besides, we were busy bullying other countries throughout the world along with filling out our own current borders, fighting Native Americans, Mexicans, and our own people at times to do so.

Plus in the modern day, conquering other places is a giant red mark on a nation's image in the international community, so you can't just willy-nilly invade people for full-on conquest. Better to just establish peaceful relations and establish trade deals that will ensure a low-cost, high-yield result.
