Film was a new medium, and animation especially is a vessel to channel the abnormal and unconventional. Actually, the early 30's is when animation started becoming a little less bizarre. Pure weirdness is more of a 20's and before thing. I'd say around 1933/4-ish is when many of the absurdities became more refined. The one you posted is remembered fondly likely because it exists in the weird transition period where things are the right level of intense.

Also there's just the fact most of the earlier ones are basically animated music videos

No, that's not what I'm talking about. Old Popeye and Superman cartoons were weird in the same way, as was the popular music and the way people talked in movies. It all has a creepy otherworldly feel to it, like I can't even relate to people from that era as human beings.
