In shogun Japan, leaders, bureaucrats, politicians and rulers were excluded from protection and people were allowed to lynch them without any repercussions.

This was practiced in order to hold those yearning for power to be held to higher standards to prevent them from exploiting society.

Corruption therefore was unheard of and even the smallest of bs was not tolerated and was met with the violent rage of the public.
