In the Greek east devout Christians weren't exactly 100% all in for the council and the Nicene creed but they weren't just going to drop Jesus and the Trinity and adopt Arianism because of that. Meanwhile in the Latin west nobody even cared about Arians enough to translate their arguments into something they could read, all they needed to hear was that the council had decided something and they were willing to adopt it.

The Nicene creed had the backing of the Roman state and nearly all of the major Bishops while the Arians were just a sect.
