Why were American ships so lacking in firepower compared to their Soviet counter-parts?

Because their carrier wing was better.

There's another ship nearby that does it's specialized job much better.

Instead of a Kiev that has half-assed aviation, bolt on SAM, and a handful of missiles, you have a Nimitz that has full fledged aviation and a Ticonderoga that has full fledged air defense.

The striking power of an American fleet is primarily in its aircraft carriers. The surface combatants exist to protect the carriers, not to attack enemy surface combatants. Therefore the average US warship is built around some specific role in a carrier group like ASW or air defense. Of course, US surface combatants are still capable of fighting other ships, it just isn't their primary mission.
The huge resources allocated to the USN also allowed them to build multiple ships to fill different roles rather than one ship to fill every role.

Americans were better at air force than the Soviets were.

Soviets were better at Navy than America.

Two inane statements; both forces worked with what resources they had to counter the other as best they could while playing to their strengths, whether it was massed agile armor with anti-radiation lining taking the German plains or ATGMs, Davy Crocketts, A-10s to stop them

Of land, air and sea forces, the navy was the least important for fighting its equivalent on the other side. All they had to do to succeed was penetrate enemy water and launch medium range missiles. There was no cruiser on cruiser action or sub on carrier action, you can't do that as discreetly as they did in Mig Alley so there's no evidence to prove what is superior or not. No feuding third world backwaters can afford an export-model Navy to test out on each other

What? The Ticonderoga class and Arleigh Burke class are basically the entire armed surface fleet and are designed as multi mission ships
