As far as I understand it, they already apologized AND paid reparations for their crimes (both of which were accepted by the respective Asian governments). It is the continous whining about the crimes that they do not get or respond to, since for Japan it is a matter of the past that has already been delt with. It is done.

No one likes crybabies especially when you want to behave like an adult yourself, so when a big part of your foreign policy channels rely on how loud you can whine about stuff that has long happened and cannot be reversed you show publicly how retarded and immature you are.
