Because God, in all his benevolence, wants us to find the path to righteousness ourselves. He gives us the tools but not necessarily the capability to follow His wisdom into salvation.

On the flip side of this is that religion itself is an amalgamation of ethical values based on the culture that spawned it and no true (see correct) one exists.

A third side is that God takes many forms and fills whatever role His people want of him so as to lead them to salvation, hence the existence of different religions that share sins and virtues yet wear a different hat.
