During the time when Prussia existed,there was no such thing as Baden-Württemberg, the territory it now encompasses used to have multiple entities in it, i.e Margraviate/Grand Duchy of Baden, Schwaben-Hohenzollern(so basically Prussia) Kdm. Württemberg etc.. Depending on time period a lot of it would have also been Austrian and sometimes even French. For unification you'd piss off half of the great powers in Europe...
For Bavaria to become great they might have a better time looking north/east: win a war against Saxony get some resources/money from the rich Saxon cities (Dresden, Halle, Leipzig) and then through a war against Austria get a part of Bohemia. Hard to achieve but with a Prussian-tier Army and a Frederick the great tier leader, maybe possible.

Cezchia and silesia before the prussians always were filled with industry. Bavaria gas proven to be tye most dybamic prt of the german economy today and in the 20th centiry if im not mistaken. Its the "prussian" part of germany ie brandenberg that has stagnated, and the rhineland had losts its prowess with deindustrialization though german export indistru is no doubt still powerful nowadays
