Probably that no government can survive if it treats all citizens like suspects or criminals. There is simply no way you can still have a functioning state when it takes from other programs to spend a disproportional amount of it's resources on pointless measures that only end up antagonizing the population. Think of the collapse of the eastern bloc, although that was obviously not the only factor at play.
He also could have been referring to the fact that if leaders do not trust their citizens, they become increasingly paranoid, insular, dictatorial, and dysfunctional, which can only lead to their fragility and collapse, be it at the hand of revolts, coups, or invasions.
