i enjoyed Peasants, Rebels, Women and Outcasts by Mikiso Hane

Japan's Total Empire by Louise Young

Primitive Selves by E. Taylor Atkins

these were from a college course i took on early 20th century imperial Japan and don't really cover the Meiji restoration or the Bakufu. You might wanna open it up with a book covering the Boshin war and Satsuma Rebellion as well as the early Meiji project of modernization and bringing Japan into the community of nations.
