Is there any reason why a "war economy" that was geared to produce capital and domestic goods rather than weapons to blow the armies of other nations up with wouldn't work? Normal war economies seemed to work pretty well for the World Wars.

You just described the Soviet system in a nutshell.

So what exactly would be the problem with having that but with political liberty and not getting into ridiculous and pointless arms races?

It would have lower per capita standards of living because decentralized market systems are more effective at communicating economic incentives.

Because if you're trying to centrally plan your economy you need to force people to do the work and therefore political and civil freedoms are stripped from them. Also. What are you producing? What's the point of producing a whole lot of stuff if there's no buyer?
War economies "work" (leaves the government in massive debt) in war because the government is willing to buy a whole lot of armaments for a purpose.
You need to rethink your position.

it only worked for the US and that was because their problems was caused by too much surplus rather than lack of resources
Wars eats resources like you eat cup ramen, so it's shit when you are trying to keep a budget.
