It's hardly new. I'd have to go digging for an exact page citation, but I remember reading in the Gemara about how one of the reasons that Jewish courts (back when there were Jewish religious courts) frowned upon incarceration as punishment was that the inmates raped each other.

Everything I've heard from British & European ex cons is that you'd be murdered for even attempting it.

What's really eye-opening is how 'jailhouse punks' are born.
Basically guys who grow to be fond of the role of being a girlfriend with other inmates. More often than not it's a straight man who is conditioned into that role through abuse and reward, not a gay man that happened to be jailed.
