Because they cut down on tank, artillery, and ammunition production, re-allocating steel (their main bottleneck) to airplane produciton, especially single engined fighter production, after the Battle of the Ruhr happened and the bombing raids on Germany started becoming more than an irritant.

Germany far more fully mobilized than any country other than the USSR, if you measure mobilization in terms of how much, percentage wise, their population served in the army and was dedicated to war production, or bare necessities (food, etc) that supported war production.

They didn't transition into a full war economy until 1944. Both Fritz Todt and Albert Speer had to actively fight against Goering to transition the German economy.

If Germany didn't declare war on the USSR, the would get extorted for gas and food.
Germany was importing oil, gas, food, clothes, even workers from the USSR. And the USSR was asking for engineers in return, building up its military and factories.
One of two things were beginning to happen - the USSR asking for more than Germany was willing to pay, and the USSR becoming stronger than Germany militarily.
So it was either attack now, or lose later. Especially considering Germany's coalition was one of anti-communism, and it didn't look good to all the partner states that Germany was actually trading and making treaties with the commies.

Further, Germany hoped Japan would also declare war on the USSR at the same time, and they'd fold them quickly.
We now know that Japan already fought an unofficial war, and lost, but the Germans weren't privy to that. Had they been aware, they wouldn't have attacked like that (since they'd know Japan won't join) and they wouldn't have underestimated the red army, thinking its a future thread, and not that strong at the moment.

The declaration of war on the USSR had a similar goal, to bring Japan into the USSR war in exchange for Germany joining the USA war. Again, it didn't work out that way.
Overall just like in WW1, the allies were a team and communicated and exchanged commanders and aid, while the axis/central powers were just temporary partners plotting against each other and not sharing info.
