Childhood is recognising that religious uniformity is necessary for a stable state and that all tools of state power may be used to achieve this goal.
Adulthood is devising the means to triumph over that necessity, so that state power is delegated to more pressing concerns, such as geopolitics or actually defending a majority faith by protecting it against other states hostile or detrimental to that faith.
