middle-eastern countries that formed from ottoman empire dont have that kinda leader mostly because seculer founders of the turkey usually compose of military guys who educated abroad or western style military stuff. so they learn lastest western military tactics along side with the wester ideals, like nationalism. while other subject nations like arabs and kurds lack that kinda education.
