It's not exactly indoctrination when there's a large amount of truth to it. Admittedly, today it's more of a class issue than anything. Poor people regardless of race tend to stay poor over generations.

Black Americans were economically and politically undermined at every opportunity until just a few decades ago. While racism isn't really a big factor anymore the decades and centuries of maintained poverty combined with modern poverty keep them impoverished.
