The Irish coastline is not very good for fishing, you need to go out much further in bigger boats which were all owned by anglos
And also due to the efficiency of potatoes Ireland had a much bigger population than just eating fish would allow them to, so even if they could fish it would hardly feed anyone.

The Irish coastline is very high and jagged. It's not great for fishing. Plus a lot of fishermen sold their equipment to buy food after the first failed harvest, and of course the next year they would have no crops to sell to buy new equipment. There was no wood to make new boats or rods or tackles out of either, Ireland was practically devoid of trees back then.
Also on top of all that you're not going to be able to feed several million people on fish.
