Highly unlikely. It's to be assumed that the female children will be first raised as slaves, and then married. The whole situation was event-specific and is not to be used as an example of how to behave. You're not normally supposed to kill the children of your enemies.

tl;dr Israelite started consorting with foreigners and worshiping their gods for the nth time so God sent another horrible plague to torment them. One of them chucked a spear through an interracial couple and this pleased God so much that he stopped the plague.
