Not really. There's different regalia for various levels of education in my country, might as well allow one for high school too.
That said we don't actually use regalia anymore (for graduation, they still appear at official ceremonies and festivals) even at the university level here. Kinda sad really, very few people bother to uphold an eight centuries old tradition.
