he was also conservative in the sense of overweening central authority as embodied in the doctrine of parliamentary supremacy, which MPs flouted with little regard for the rights of Americans. He believed the American's fight was just because they did indeed had a right to representation in parliament if they ever wanted their taxes and loyalty. Historically, too, MPs in parliament were very averse to levying taxes because 1) they resented the financial burden. taxes were best raised without protest through property and sales taxes but unsurprisingly parliament was filled with landowners from all over the country so they never wanted to raise taxes unless it was in their interests and it bettered england's geopolitical position 2) high taxes made for social unrest. sales taxes over 18th century steadily rose and people especially hated attempts to tax liquor and staples 3) if the king or the PM could reliably count on raising taxes without any protest MPs perpetually feared (ever since the 17th century) that, like in Continental Europe, the king would use taxes to finance a professional, standing army which he wouldn't fail to use to threaten parliament and rule as an autocrat. These same lurid fantasies were tide to Catholicism because after the Glorious Revolution Catholicism and Absolutism and Standing Army were quite literally inseparable in the English squire's mind. Its from this perspective Burke probably defended the Revolution.

He didn't really make himself out to be a conservative until the french revolution. His parliamentary career before that is consistently reformist and forward-thinking.
