The 6th Amendment guarantees the right to a speedy trial. So how the hell do you hear stories about people waiting months or years for a trial?

This just me guessing, but the 6th amendment seems to only apply to criminal prosecutions. People can be locked up for so many more reasons which would technically not fall within the scope of the 6th.
Also, try to define 'speedy'.

I've heard there's a giant shortage of judges because congress hasn't gotten its shit together for ages, but I don't know if that's true.
