His kingdom effectively doesn't exist anymore. The UN estimated that it would need an investment of $180 billion to bring Syrian GDP back to pre-conflict levels. The GDP of Syria has dropped nearly 75% since 2010 and is projected to continue to contract in 2017. Nearly its entire pre-war army is dead or fled/defected (necessitating reliance on ambiguously loyal militias and warlords) and the state only survives on Iranian donations which currently comprise ~20% of its tiny GDP. Correction, Syria's nominal GDP circa 2015 was only $14 billion. I don't know what it was is as of 2017, but I can't imagine it's much higher (especially since it's dropped every year since 2010). Meanwhile, Iranian stipends annually are estimated at $6-15 billion (middle ground of $10.5 billion). So indeed the majority of their GDP is Iranian donations now, not even counting anything Russia might be shelling out. It's not a viable state anymore.
