Ottomans were pretty stronger than their neighbors up until 17.century.And after that they regularly lost their power and lands.But since the empire was pretty big,it takes time.

The Byzantines were in decline by then, already buttfucked by Slavs, Avars, Arabs and Latins before the Ottomans came. The Westerners were probably laughing their asses off as the "divine emperors" who were acting so superior for the last 700 or so years had to suck multiple Pope dicks and renounce Eastern Orthodoxy and iconoclasm just to save their asses. Venetians and Genoese were already counting the shekels to be won.
And then Constantinople fell and people collectively shat their pants. It's not like nobody tried to stop them but there was almost never a big united front against them.

They decimated the mamlukes and beat back any threat the Safavids would pose. All that was left was to go back and forth with the Habsburgs.
