There are at least three things, which I will call the State, the Country, and the People. These things are so often referred to in interchangable ways, that one may use one word to mean the other. I will therefore distinguish between them.
"Country" can be taken to mean an objective physical region of some kind, having physical extension, reality of its physical geography (deserts, forests, rivers, mountains and so on). Notice that in this sense I do not mean a "country" as a political entity, but only as a real place of some kind.
"People" are a population which inhabits a country.
Now, we come to the State. The State can be understood as that system, or any number of systems of whatever sort, which in modern terms partitions the above countries of the world, and the people residing in each one, into (often) mutually exclusive and discrete entities. This is how it is that the three concepts become confused; the practice of partition /causes/ a given State to appear to be coterminous with the country which it administers, though of course this isn't strictly the case.
What is a State? It might be a democracy, or a principality, or another form of monarchy. But in almost every case, even in so-called communist states, it is left to some minority to govern. These human beings, who steer policy and make decisions, can therefore reasonably be characterized as BEING the state. This idea reaches its zenith in modes such as absolute monarchy, totalitarianism, dictatorship etc, where the Head of State enjoys a special status for whatever reason (birth, tyranny, etc).
Thus the sentiment is not literally "I am every single human being in Switzerland", or hippy-dippy "I am the trees, the water..." but is instead a quite reasonable and true sentiment that "I am the end-all be-all of this particular form of Government."
