I think it's clear from the size of the armies the Celts were able to organize to fight Caesar, with their soldiers equipped properly, that the Celts were not terribly primitive.

However, neither really were all West-African peoples, and city-states were the norm there for much of history, with the occasional consolidation of small kingdoms and empires. The reason we don't see many massive West-African empires (apart from maybe Mali) is that most of West Africa's terrain isn't great for much more than city-states, which is the same reason (although, with different terrain) why the Greeks never achieved much more than city-states without foreign conquest being involved.
